The Department for Business, Innovation and Skills (BIS) published the long-awaited Green Paper on Higher education: teaching excellence, social mobility and student choice on 6 November. The 105-page paper covers three main issues: the introduction of the Teaching Excellence Framework (TEF), a restructure of the organisations that oversee higher education and the entry of new providers into the sector. The paper also briefly touches on plans for research and the research funding environment.
The Teaching Excellence Framework (TEF) is a new method for assessing and monitoring the quality of teaching at English HE providers which will allow universities that do well to charge higher fees in line with inflationary rises.
